Human Rights and the UN Global Counter-Terrorism Strategy

From 29 June to 3 July 2020, the 2nd Counter-Terrorism Week was to be held at the UN Headquarters in New York. At the heart of the week: the 7th Biennial Review of the United Nations Global Counter-Terrorism Strategy, the United Nations Global Congress of Victims of Terrorism, and the 2nd United Nations High-Level Conference of Heads of Counter-Terrorism Agencies of the UN member states.

In reaction to the COVID-19 pandemic, the review of the UN Global Counter-Terrorism Strategy was moved, by the UN General Assembly, to its 75th session, which began on 15 September. Besides measures to prevent and combat terrorism, measures to ensure respect for human rights and the rule of law will be discussed during the process of review.

It is to be desired that Human Rights-led principles for national counter-terrorism oversight will be part of the 4th pillar of the UN Global Counter-Terrorism Strategy. This ought to ensure that values, and a reference to respecting limits, be central to the implementation this essential UN strategy.
